Job Description-Associate Accountant

Position Title: Associate Accountant

Position Level: S5

Department: Finance & Accounts

Location: TTL Pvt. Ltd. – Quartzite Mine Project Site / Head Office, as required

Reports To: Finance Manager / General Manager

Employment Type: Full-time, Regular

Minimum Qualification Criteria:

– Completion of Class XII with minimum pass marks.
– Certificate in Financial Management (CFM) from a recognized institute.
– Proficiency in Tally ERP 9, with a strong understanding of accounting principles and financial practices.
– Sound working knowledge of Bhutanese tax regulations, BIT/TDS, PF, GIS, and Labour Laws.
– Minimum 5 years of relevant experience in finance/accounts, preferably in industrial, construction, or mining sectors.

Key Roles and Responsibilities:

A. Financial Transaction Management

  1. Disbursement of Bills and Payments
    – Verify and process supplier bills in accordance with purchase orders, delivery notes, and contract terms.
    – Ensure proper approval and documentation as per the company’s Delegation of Financial Authority (DoFA) and internal SOPs.

    2. Invoice Preparation & Client Billing
    – Prepare and issue GST-compliant invoices for clients, including BFAL, BCCL, BSMPL, and TMPL, ensuring accuracy and adherence to billing milestones.
    – Maintain invoice trackers and monitor accounts receivable ageing.

    3. Banking Operations
    – Prepare cheques, initiate RTGS/IMPS/NEFT payments through online banking portals.
    – Maintain proper bank payment vouchers with supporting documentation and approvals.

    4. Transporter Payment Processing
    – Verify and process monthly transport bills based on trip records and pre-approved rates.
    – Coordinate with the transporters to submit and validate transporter challans promptly.

B. Internal Coordination & Reporting

  1. Client Coordination for Analysis Reports
    – Liaise with key clients and internal departments for periodic submission and clarification of expense and revenue reports.
    – Share reconciled analysis statements with clients and escalate payment follow-up where needed.

    6. Bank Reconciliation & Reporting
    – Collect monthly bank statements, reconcile balances, and identify discrepancies.
    – Submit monthly MIS reports, highlighting key variances, cash flow updates, and bank balances.

    7. Monthly Financial Closing
    – Support month-end and year-end closing processes, including ledger scrutiny, provision entries, and accruals.
    – Ensure the timely posting of entries in Tally ERP 9, maintaining accuracy and audit trail.

C. Payroll & Statutory Compliance

  1. Salary Disbursement
    – Collaborate with the HR Manager to process monthly salaries promptly.
    – Ensure TDS, PF, GIS, and other deductions are correctly computed and disbursed.

    9. Employee Loans and Advances
    – Maintain proper accounting of employee advances, travel claims, medical reimbursements, and recoveries.

    10. Taxation and Compliance
    – Ensure compliance with Bhutanese Income Tax Act, BIT, and other applicable laws.
    – Coordinate with external auditors and tax consultants for statutory filings and audits.

D. Recordkeeping & Audit Support

  1. Voucher Management
    – Maintain and safeguard physical and digital vouchers, bills, challans, and contracts as per audit requirements.
    – Ensure timely filing and indexing of financial records.

    12. Audit Coordination
    – Assist in internal and external audits by providing necessary data, clarifications, and reconciliations.
    – Address audit findings with appropriate corrective actions.

Additional Responsibilities:

– Provide active support during budget preparation, procurement reviews, and cost control exercises.
– Undertake periodic field visits to the site office for stock verification, asset checks, or data collection.
– Maintain confidentiality of financial information and uphold organizational ethics at all times.

Preferred Attributes:

– Ability to work independently in remote locations with minimal supervision.
– Strong interpersonal and communication skills for inter-department coordination.
– High attention to detail and organizational skills.
– Familiarity with mining/construction environment accounting practices is an added advantage.
